<em>This study focuses on the strengthening research culture through research-based learning in universities. This is a library research whose data source from reference books, scientific journals, proceedings, magazines, legislation and similar research results accessed through libraries and open journal systems. The data collection is conducted by compiling data in accordance with sub-problems which are then systematically organized. Data analysis is done by content analysis techniques to obtain theories or concepts and research results that are able to answer research problems. The results of this study indicate; 1) research is an important approach to improving the quality of learning, 2) to strengthen the culture of research at least there are four integrated focuses; (a) learning the latest research in lectures, (b) teaching research techniques or methods in each lecture taught by lecturers, (c) learning involving students to conduct research, and (d) discussion, debate or brainstorming to criticize research. 3) the benefits of PBR for students are; (a) students become usual in doing thesis because they are familiar with how to research, (b) trained to think, analyze, express and defend ideas, (c) trained to work in a planned manner, (d) trained to work hard, and (e) trained work in teams, connect with other people and collaborate.</em>

<p><em>This research was aimed at conducting a piloting project on improving professional competency of guidance teacher in promoting smart character of Islamic Elementary School (MIN)</em><em> Sungai Tarab). </em><em>To achieve the goal</em><em>, </em><em>qualitative approach and </em><em>collaborative action research</em><em> were employed. The subjects of the research were a guidance teacher and other school personnels. The subjects were chosen by means of purposive sampling technique since they were chosen in line with the purpose of the research. Data were collected by following the principles qualitative paradigm where the researcher was the key instrument, and observation, interview and documentary study were used.</em><em> </em><em>The research steps basically followed those of action research. Those steps were: </em><em>1) </em><em>Intial reflction</em><em>, 2) </em><em>Planning</em><em>, </em><em>3) action and observation</em><em>, dan 4) refle</em><em>ction</em><em>. </em><em>Data analysis was carried out during data collection by referring to </em><em>Miles dan Huberman</em><em>’s which consisted of three main steps: </em><em> 1) </em><em>data </em><em>redu</em><em>ction</em><em>, 2) data</em><em> display</em><em>, </em><em>and </em><em>3) </em><em>conclusion/verification. The finding of this research show that the delopment took place for several indicators of professional competency of the guidance teacher in terms of improving her horizon and knowledge and skill in administering and following up inventory (</em><em>AUM</em><em>) while other indicators cannot be improve due to time constrains from the subject of the research.</em><em></em></p><strong>Kata kunci:</strong> kompetensi profesional, konselor, karakter cerdas, MIN Sungai Tarab

It has functions as the foundation for planning, actualizing and controlling in education in Indonesia, including for Islamic higher education, in the efforts of achieving qualified education. Islamic higher educational institutions (PTAI) need to formulate and develop SNP in accordance with the characteristics of vision, mission, standard competemcy of the graduates, particular features of the majors developed in PTAI. SNP-based educational institution management is an important element to arrive at educational goals.
