Abstrak

Thesis entitled “The One Thousand Rupiah per Day Waqf Program through the Role of the Youth of Nurul Yaqin Mosque in Nagari Mungo, Luak District, Lima Puluh Kota Regency.” Islamic Community Development Study Program, Faculty of Ushuluddin, Adab and Da'wah, State Islamic University Mahmud Yunus Batusangkar. This research was motivated by the stagnation and decline in community participation in the One Thousand Rupiah per Day Waqf Program at Nurul Yaqin Mosque, Nagari Mungo. At the beginning of its implementation, the program was able to collect a significant amount of waqf funds, reaching IDR 63,418,500 in 2021. However, over time, there was a significant decline in fund collection, reaching only approximately IDR 2,000,000–IDR 3,000,000 per collection cycle during the 2025–2026 period. These problems are related to three main issues. First, the role of the mosque youth remains limited to technical activities, particularly collecting funds from house to house, and they have not been optimally involved as innovators or decision-makers. Second, community participation has declined due to routine fatigue, the perception that the physical construction of the mosque has been completed, and the lack of optimal financial reporting transparency. Third, there are obstacles related to economic, socio-spiritual, and institutional aspects, including declining community purchasing power, changes in livelihoods, limited socialization regarding waqf, irregular collection schedules, limited managerial capacity among the youth, and unclear delegation of authority to the youth. This research aimed to examine the role of the youth in managing the One Thousand Rupiah per Day Waqf Program, the dynamics of the program in relation to community participation and its social contributions, as well as the factors hindering program management. This research employed a qualitative approach with a descriptive research design. Data were collected through observation, interviews, and documentation involving mosque youth, mosque administrators, and the community, and were analyzed through data reduction, data presentation, and conclusion drawing. The results showed that the role of the youth was not yet optimal because they remained primarily involved as technical implementers and had not been maximally involved in planning, decision-making, and program development. The decline in community participation was influenced by routine fatigue, the perception that the mosque construction had been completed, and insufficient transparency in financial reporting. Other obstacles included declining community purchasing power, weakening socio-religious motivation, limited managerial capacity, irregular fund collection, and unclear delegation of authority to the youth. Based on the research findings, revitalization of program management is needed through strengthening the capacity and strategic role of the youth, improving transparency, renewing communication strategies, and strengthening community participation so that the One Thousand Rupiah per Day Waqf Program can be implemented sustainably.
