Comprehensive Approach as "Sine Qua Non" for Critical Infrastructure Protection

The world in which we live is becoming ever more complex, both from the viewpoint of ensuring security, and also because of our level of dependence on technology, as represented by so-called critical infrastructure. Despite the efforts of national security entities in the national and international context, terrorist attacks will probably never be completely preventable. This makes it necessary to prepare the functioning of our systems for the occurrence of a terrorist attack so that they will operate quickly and effectively even in this type of crisis. This book presents the papers delivered at the NATO Advanced Research Workshop: Managing Terrorism Threats to Critical Infrastructure – Challenges for South Eastern Europe, held in Belgrade, Serbia in May 2014. The book is divided into five sections: strategic environment and critical infrastructure protection; information security and counterterrorism considerations; terrorist threats to critical infrastructure operation – environmental aspects; energy security as a key factor of critical infrastructure protection; and national approaches to critical infrastructure protection. The book highlights the main dilemmas and challenges of managing terrorist threats in the region of South Eastern Europe, and will be of interest to all those whose work involves protecting critical infrastructure from the threat of terrorist attack.

Penerapan Lembaga Dwangsom (Uang Paksa)

Satu di antara persoalan penting terkait dengan putusan pengadilan adalah mengenai tuntutan dwangsom (uang paksa). Meskipun tuntutan dwangsom hanya bersifat tambahan (accesoir) bagi hukuman pokok. Namun hakim dalam memeriksa, mengadili, dan memutus tuntutan tetap dituntut kesungguhan dan kehati-hatian. Hal tersebut dilakukan agar kepentingan hukum yang ingin dicapai dari penerapan lembaga dwangsom dapat terwujud hingga benar-benar bermanfaat bagi penyelesaian perkara bersangkutan. Sejauh ini, penerapan lembaga dwangsom di pengadilan ternyata masih menyimpan banyak masalah, antara lain: putusan hakim yang tidak relevan dengan aturan yang ada mengenai dwangsom; tidak jelasnya patokan dasar yang digunakan dalam menolak atau mengabulkan tuntutan tersebut; dan inkonsistensi putusan hakim yang satu dengan lainnya mengenai dwangsom. Timbulnya berbagai masalah tersebut tidak terlepas antara lain karena aturan formal dan pedoman teknis yang belum memadai serta masih langkanya literatur/ referensi yang membahas secara spesifik mengenai penerapan dwangsom itu sendiri. Kehadiran buku ini tidak terlepas dalam upaya mengatasi berbagai masalah tersebut. Dari buku ini, pembaca akan mendapatkan informasi yang detil dan praktis mengenai eksistensi dan urgensi lembaga dwangsom tersebut, hingga teknis dan prosedur penerapannya dalam praktik peradilan. In light of the ongoing restructuring of the Saudi economy, many of the Kingdom's family- owned businesses are contemplating going public. Analyzing thi s current trend is amongst this study's main objectives. The motivations and obsta cles facing family- owned businesses in their decision to go public are discussed. An empirical analysis of the returns realized by Initial Public Offerings (IPOs) on the Saudi Stock Market is also conducted. All studied IPOs are found to have achieved significant abnormal returns during the first month of trading. These returns ar e concentrated in the first week post- IPO. The exceptional performance achieved b y the only family- owned business included in the sample implies such firms' ability t o successfully compete on the Saudi Stock Market. Further research analyzing the performance of Saudi IPOs in general and that of family- owned businesses in par ticular, is necessary for a better understanding of this topic.

Business Ethics

This research project tackles the issue of business ethics and the challenge of ethical behavior which must be met by organizations and their managers if they a re truly concerned about survival and competitiveness. The study attempts to highlight the need to create awareness inside organizations as to how to drive and enforce ethical behavior though exploring t he various techniques available to institutionalize ethics. The main objective of this study is to provide valuable feedback and insight into the level of awareness about business ethics in Lebanon by collecting data from a sample of managers representing select Lebanese organizations. The study will sh ed light on the practices of these organizations regarding the promotion and institutionalization of ethical behavior. Finally, the main findings of this study emphasize the importance of creating awareness for ethics in Lebanese organizations. In fact, more effort on the part of these organizations must be demonstrated to promote and enforce ethical behavior and awareness among their members as well to capitalize on ethics as a core competen ce.

Este trabajo caracteriza la actividad económica del Municipio de Rionegro (Antioquia) en el período 2004-2006.
