To reach the aim, qualitative approach and classroom action research (CAR) were used. The participants of the research were students of grade XI/2 MAN 3 Padangpanjang. The research was conducted during July-August in 2008/2009 academic year which consisted 3 cycles. The data were collected employing such techniques as of test, observation, interview and in depth discussion among the researcher team, peer and collaborator for the reflection and supported by the following tools as reading comprehension test, observation sheet, interview guidance, questionnaire and discussion sheet. The finding showed that CIRC improved students reading comprehension in Arabic, and learning process activity. CIRC also made reading comprehension in Arabic more enjoyable and minimize learning boredom.</em><em></em></p><p style="margin: 1em 0px; color: #111111; font-family: 'Times New Roman', Times, Georgia, serif; font-size: 11.2px; font-style: normal; font-variant-ligatures: normal; font-variant-caps: normal; font-weight: normal; letter-spacing: normal; orphans: 2; text-align: left; text-indent: 0px; text-transform: none; white-space: normal; widows: 2; word-spacing: 0px; -webkit-text-stroke-width: 0px; background-color: #ffffff;"><strong>Kata kunci</strong>: membaca pemahaman, model pembelajaran, kooperatif tipe CIRC (<em>Cooperative Integrated Reading and Composition</em>).</p>

Fatwa is believed to be a container having an important and significant role in the religious life of the Islamic community. The urgency and significance can be seen from its function as a mediating between the ideals of Islamic law on the one hand with the factual reality-communities on the other. This is where all the problems, concerns, hopes, aspirations and experiences presented and confronted people to look for common ground with the ideals of moral and religious ethics in Shari'ah mediated by the intellectual prowess of a mufti. One of the institutions that are semi-formal fatwa is the fatwa issued by the Fatwa Commission of the Indonesian Ulema Council (MUI), because these institutions are formally established by the government, but its provisions can not be forced as the decision of the judiciary.
